NECA contractors are being faced with a new challenge. With the advent of new employment classifications, contractors are doing more direct hiring than ever before. Where do we find these individuals? And how do we ensure that we’re compliant with federal and state regulations when hiring them? This presentation will address best practice recruitment efforts and hiring practices.

  • Abrams, Anessa

    Anessa Abrams

    Anessa Abrams represents employers in labor and employment matters before federal and state courts and administrative agencies.  Her practice ranges from issues arising under the National Labor Relations Act to discrimination, harassment, retaliation, wage and hour, and non-compete matters.  Anessa assists employers in drafting employment policies and handbooks and counsels corporate executives and managers on the myriad of issues that arise in the employer-employee relationship, including classification issues under the Fair Labor Standards Act, leave requests, employee terminations, and layoffs.  Anessa has investigated allegations of inappropriate workplace conduct, and has conducted training sessions for managers and supervisors on EEO issues.

    Kevin Tighe

    NECA Mr. Kevin E. Tighe is the Director of Workforce Development for the National Electrical Contractors Association (NECA), located in Bethesda, MD. He is responsible for coordinating NECA’s policies, events and programs to maintain and expand the skilled workforce that is the cornerstone of the electrical contracting industry, while collaborating with the membership development department of the International Brotherhood of Electrical Workers (IBEW). Mr. Tighe is committed to strengthening the role of the IBEW and NECA partnership in developing a job site ready workforce in our dynamic economy. His service with NECA began in 1987 as Executive Director of NECA’s North Florida Chapter representing electrical contractors in many facets of the electrical construction industry throughout the state of Florida.  He was a NECA Field Representative for the Southern Region in 2015, then assumed the position of director of Workforce Development for NECA in 2016.  Mr. Tighe has served on the Council on Industrial Relations, a national arbitration body for the electrical construction industry, numerous multi-employer trust funds (pension, benefit, and training), and the Health Care Management committee for the International Foundation of Employee Benefit Plans (IFEBP).  Currently, he serves as a trustee for the NECA-IBEW Family Medical Health Care Plan, is a member of the Financial Review committee and a Voting Director of the IFEBP. Mr. Tighe received his Bachelor of Arts degree from the University of Pennsylvania and his Master of Business Administration degree from Jacksonville University.  He also received training at Cornell University School of Industrial and Labor Relations, the Program on Negotiation at Harvard Law School, and the Mediation Skills program with the Federal Mediation and Conciliation Service.  He currently resides in the DC area with his wife Tammy and 3 children.
